cops have become targets. >> we do have a lot of law enforcement folks that live in our city. they are the victims of burglaries. >> reporter: most recently last night. three burglars already ransacking a police officer ice home here in southeast ann tee job when the officer came home. >> interrupted the burglary and three subjects fled out of the back of the home. >> reporter: the officer chased them but was forced to stop when they fired a warning shot in the air. months ago an officer who lived in brentwood shot and injured a suspected burglar. it did not appear the officer in yesterday's burglary was targeted. >> it appears to be completely random. like many cities in the bay areas, residential burglaries are on the rise and have been. >> reporter: a helicopter and search dogs could not locate the suspects. authorities have only a vague description of the three men. however they were able to recover some of that stolen property dropped during the chase. >> we're following a developing story in the east bay. police are investigating a shooting at the bay point bart station

. property prices on many big cities are still booming, and that means there is a shortage of affordable housing for students or low-income families. people being priced out of a home has become a major problem in hamburg in germany with many people forced to live with relatives or to commute long distances to work or study in the city center. the challenge now is for the authorities to provide new, cheaper housing, but, of course, finding they could building plots in a city is not always easy to do. dan hamburg's knew of market city district has become a tourist attraction. hamburg is a rich city, and it is becoming less and less affordable for average earners. many here live a shadowy existence, on the go all day with no place of their own, spending nights on the sofa us of friends. lena is studying political science at the university of hamburg. she is not registered, so we cannot fill her at home. >> i live with a friend in a half from, which they are not allowed to sublet. that means i cannot have my name on e-mail or letter box. i can stay here for now, but no one official can no -

stainless steel with 18% chromium..which they believed was the industry standard. the city hired outside experts who ultimately concluded 9 chrome provides an "inherently safer design" with that the city of richmond went ahead and issued permits for the repair of crude unit 4. the chemical safety board said "we will not endorse or object to that decision" city councilman tom butt said he believes chevron "covered all their bases" and says ultimately no pipe will last forever which is why they must be "rigorously inspected on a regular basis." and catherine chevron says it is pleased the permits have been issued so they can proceed with the repairs. and get back to full production the lot of this is happening right around the christmas holiday. not with just a bang but with a whimper. >> catherine: so dan how long do we think these repairs will take? >> the okay. is there right now but they're hoping to get this done and the first quarter. chevron has said they hope to have repairs completed in the first quarter of next year, which means by april >> catherine: they two, dan. thank you --

in oakland, i'm da lin, cbs 5. >> thank you. >>> an 11-year-old daly city boy is dead after a police chase in pasadena. joe vazquez on the accident and neighbors who are devastated by the news. joe. >> reporter: the victim, allen, is 11-year-old kendrick ing here with his family on 89th street in daly city. they are presumed still to be in southern california dealing with the aftermath of this horrible crash. the family was in southern california in pasadena on christmas day visiting relatives. as they were riding in a minivan police were chasing a suspect in an suv through the streets. the chase went a mile and less than a minute then the suspect vehicle failed to stop for a red light and smashed into the minivan. two cousins were killed including an 11-year-old in daly city. three others were badly hurt. this was considered a crime scene. just hours ago we contacted oakland police. >>> the city of oakland says it has a new crime fighting strategy and comes after the department avoided a federal takeover. the big name being brought in from los angeles and what he's planning to do to lower the city's crime rate. >>> chp still at the scene of a deadly crash. it all began with a traffic stop for speeding. christien kafton is near 580 with more. >> reporter: this deadly crash happened last night at about 11:20. as you said chp still on the scene conducting an investigation. if you look there in the distance you can seat silver bmw in the road there and in the distance there a black lincoln. that bmw smashed into that lincoln killing one of the persons inside that vehicle and then tried to run from the copping. california highway patrol tells us this started as a regular pull over. as a stop for speeding. the driver had been spotted speeding but the chp had the car pulled over at 90th. the officers got back into their patrol car and began following the bmw. they lost sight of that car momentarily. when

of the miyagi miyagi. one city reported a minor injuries, taking a look at the video, you can see it caused continuous shaking in some areas. buildings in tokyo were reportedly swaying for at least several minutes. this quake did rattle nerves in a country still recovering from the devastating earthquake and tsunami in march 2011. miyagi was one one of the areas that suffered the worst of the destruction. that quake fueled, at least 60 people died and cars boats and homes were swept away. as of right now, tokyo electric power says there are no problems at any of its nuclear plants. frank michelle. >> and we understand that you have family in japan. have you been able to talk to them at all and are they okay. >> that's right. i have my parents and aunt and uncle are stationed in japan at military bases. i was able to talk to my mother. they didn't feel the quake. they're too far south but i have an aunt and uncle in tokyo. thanks to social media i was able to see that they were okay and again, like i said it's a dramatic difference from last year when i was working a newscast and wasn't able
